Role Purpose:
The Program Manager, Circuit Breaker, is responsible for the management and day to day running of the Therapeutic Community, including maintaining the program and ensuring a safe environment in which change and growth can occur.
The Circuit Breaker Program operates under the Residential Services Program of OV. This is funded through both the Victorian and Commonwealth Government, providing a residential drug treatment program in North-eastern Victoria. Circuit Breaker offers both a short term 6-week program and longer-term holistic treatment for residents which incorporates therapeutic interventions, and case planning within a physically and psychologically safe environment, enhancing and encouraging individual motivation for change.
Key Selection Criteria
Key areas of focus:

Maintain effective administrative operations, ensuring staff are appropriately supported and supervised, and work collaboratively with the all-program areas to develop systems, processes, and operational efficiencies.

Identify and allocate responsibilities aligned to the operational requirements of the facility (including kitchen, maintenance, vehicles, and property functions), providing oversight to ensure tasks are completed effectively and in accordance with organisational standards.

Oversee staffing rosters to ensure appropriate staffing levels are maintained at all times to support safe and effective service delivery.
-
Manage the collection, quality, and reporting of data required to meet program deliverables, compliance obligations, and performance monitoring requirements.
-
Manage expenditure within defined budget allocations, and in accordance with prescribed delegation of authority.
-
In consultation and support with the Executive Manager Residential Programs and Finance & Operations manager, prepare annual income and expenditure budgets and capital needs budgets for the Program.

Maintain managerial accountability for budget performance, proactively identifying risks and implementing practical, solutions-focused strategies to address budget pressures and financial shortfalls.

Maintain ATCA accreditation.
-
Ensure compliance with all relevant legislative and statutory requirements.
-
Actively use and promote the Business Management System (BMS) and ISO Quality assurance standards and practices.

Ensure rigor and structure in planning, practice, record keeping, and file management, of maintenance practices and procedures in accordance with all relevant OHS and other legislative requirements.

Lead regular reviews of standards in the Program.

Contribute to the continuing development of OV Child Safety policy and procedures and ensure that all staff and program areas promote and adhere to child safe practices.

Work with the Executive Manager Residential Programs, and the Lead Auditor to ensure systems and processes meet the ISO9001 and the ATCA Quality Standard for Therapeutic Community’s and Residential Rehabilitation programs.

Ensure therapeutic groups are appropriately resourced and that manualised components are delivered by suitably qualified staff, with program content reviewed at least every two years to support evidence-based practice.

Ensure all staff with resident contact have access to structured and regular clinical supervision, supporting reflective practice, professional development, and staff wellbeing.

Oversee the Intake and Admissions process as managed by the Clinical Team that occurs at the TC

Develop and maintain systems and processes for the effective delivery of the objectives, goals, and outcomes of the Program.

Establish, maintain, and lead the Program using the Therapeutic Community model.

Oversee development of weekly program schedule for clients which provides a balance between recreation, work, and formal therapeutic intervention.

Manage the OH&S, Risk Management, and Fire Safety issues for the Centre.

Provide leadership and professional development opportunities and contribute to the work of the Program staff, flexibly responding to staff needs, and giving and receiving support and constructive feedback.

Ensure that all Therapeutic Community staff are appropriately qualified, professionally supervised and provided with regular feedback regarding their performance.
To be successful in this role, you must…

Highly developed managerial and organisational skills, and significant experience in a management role within a drug and alcohol/mental health facility, residential community or residential program setting.

Relevant psychiatric nursing, psychology, social work, or management related qualification and/or experience.
-
Demonstrated experience in managing programs/projects, delivering high quality outcomes, on time and within budget.
-
A comprehensive understanding of alcohol and drug substance abuse and an understanding of residential rehabilitation services.
-
Highly developed interpersonal skills with the ability to interact with a wide range of people.
-
Excellent written and verbal communication skills.
-
Ability to effectively liaise and communicate with a wide variety of stakeholders and ancillary service providers.

OV requires people in clinical positions to have the following competencies (or their equivalent). Where people do not already have these competencies, OV will invest in the person’s professional development by providing them through its RTO.
The competencies required in the first 12 months of employment are:
