Response to the National Inhalant Abuse Taskforce’s Consultation Paper “National Directions on Inhalant Abuse”.
VAADA undertook consultations in 2002 in regard to the issue of inhalant abuse. A series of recommendations emerged from those consultations. While those recommendations were from a State perspective, VAADA considers that the NIAT consultation paper comprehensively covers the issues that it has raised in the past in regard to inhalant use.

Submission of the Victorian Alcohol & Drug Association Inc. to the Sentencing Advisory Council Inquiry into Suspended Sentences.
Flexible sentencing options have the potential to divert offenders with alcohol and other drug (AOD) issues from the prison system, and to direct them into therapeutic environments for rehabilitation. VAADA is supportive of strategies that aim to address high incarceration rates through such diversions. Currently, the sentencing system is based on escalation – there is no accounting for the reality of drug dependency.

Submission to the Drugs and Crime Prevention Committee - ‘Inquiry into strategies to reduce harmful alcohol consumption’.
Alcohol is the most popular drug consumed in Australia, with the 2001 National Drug
Strategy Household Survey finding that 80% of the population aged 14 years and over had
drunk alcohol in the past 12 months (Australian Institute of Health and Welfare: 2002).
Alcohol consumption causes 4,286 deaths per year in Australia or 395,000 hospital bed
days per year (Collins and Lapsley: 2003). In Victoria, these figures correlate to 3 deaths
per day from alcohol, 300 Victorian hospital beds being filled per day due to alcohol
consumption, and a cost of over $5 million per day (Collins and Lapsley: 2003).
To put this into context, the cost to Victoria per day is larger than the combined cost of
crime (over $1 million), health (over $1 million) and road accidents (over $1 million).
Statistics are showing that health costs are increasing by a rate of 7% per year with
alcohol playing a large part in this increase.
These figures clearly indicate that there are huge costs associated with alcohol
consumption in our community, yet, comparatively very little has been spent by
government’s on tackling the growing problem of alcohol consumption.

Victorian State Budget 2003
In the lead up to the Victorian state budget, VAADA has prepared this summary of the four key issues which are currently impacting upon our members in the Victorian alcohol and drug sector. VAADA is seeking a commitment from Government to adequately support the alcohol and drug sector in Victoria through appropriate resourcing of effective programs and services that will meet the needs of people with drug problems.
The need for appropriate resourcing of the sector is reinforced by recent research which demonstrates that Australians are increasingly supporting greater health funding, even at the expense of tax cuts.
This submission draws upon VAADA’s Election Issues statement prepared for the information and action of major parties in the lead up to the Victorian state election.
The issues outlined have arisen as part of our discussions with, and advocacy for, non government agencies in the alcohol and drug sector. We believe that addressing these issues is critical to the sector continuing to respond to the enormous challenges which workers in the sector grapple with every day.

In the lead up to the Victorian state budget, VAADA has prepared this summary of seven key issues which are currently impacting upon its members in the Victorian AOD sector. VAADA is seeking a commitment from Government to adequately support the Victorian AOD sector through the appropriate resourcing of effective specialised programs and services that will meet the needs of people with drug problems, their families and ultimately the broader community. The need for appropriate resourcing is reinforced by continued public concern regarding community safety and the financial impact of drug related crime on Victorians. Addressing the needs of those people experiencing significant alcohol and drug problems will clearly reduce crime and increase community safety.
