VAADA’s 2003 Annual Conference, ‘The long term fix: what is the future of the drug sector in Victoria?’ was held on Monday the 1st and Tuesday the 2nd December 2003. 165 delegates attended over the two days. VAADA’s 2003 annual conference title reflected a growing sense of uncertainty about the future of the drug sector in Victoria. With a myriad of recent reviews underway and the sector being consulted extensively in recent months, there has been much opportunity for contemplating the future. Held at Rydges Riverwalk, Richmond, the conference aimed to focus beyond immediate concerns, and consider broader trends in government-non government relations, organisational strategy, and the way other sectors have dealt with similar pressures. These directions were canvassed in the opening presentation by an excellent line up of speakers. The conference aimed to generate discussion and debate on important issues that affect those delivering services to many clients and families in Victoria who benefit from them.

VAADA’s joint forum with the Office of the Correctional Services Commissioner and the Department of Human Services, ‘Drug Services and the Prison System – a special issues discussion forum’ was held on the 24th of March 2003 at the Moonee Valley Racing Club. This forum represented a great opportunity for workers in the alcohol and drug sector to find out more about new developments in Corrections. The forum was structured to allow maximum opportunities for alcohol and drug workers to ask questions and raise issues associated with drug and alcohol treatment in the corrections system.

Outcomes from the Annual VAADA Conference Everyday Drugs, Everyday Problems: tackling alcohol and other legal drugs’.
VAADA’s 2002 Conference, ‘Everyday Drugs, Everyday Problems – tackling alcohol and other legal drugs’ was well received, with 173 delegates attending over two days. Most delegates were workers in the alcohol and drug field, although areas such as mental health and youth services were also represented.
Overall, the evaluations received for the conference were positive, with delegates commenting that the focus on licit drugs was interesting and topical. The move to a city venue was clearly popular with delegates, despite difficulties experienced with the conference venue itself.

Outcomes from the Annual VAADA Conference. ‘Everyday Drugs, Everyday Problems: tackling alcohol and other legal drugs’.
VAADA’s 2002 Conference, ‘Everyday Drugs, Everyday Problems – tackling alcohol and other legal drugs’ was well received, with 173 delegates attending over two days. Most delegates were workers in the alcohol and drug field, although areas such as mental health and youth services were also represented. The conference received extensive media coverage with radio stations including Triple J, ABC Radio Victoria Statewide, 3RN, 774 ABC Melbourne, 3MP, Brisbane and Gold Coast radio as well as the Herald Sun and abc.net.au featuring the conference and its keynote presentations. Terry Laidler also spoke extensively about the conference themes during his program on 3AK. One of the many positive outcomes of the conference was a strong sense of the issues which need to be addressed in this area and a strong impetus to take these issues forward.

Victorian State Government Budget Briefing for the Alcohol and Drug Sector (2003).
The budget briefing for the Victorian Alcohol and Other Drug (AOD) sector was held on Wednesday May 7 2003. The briefing was hosted by the Victorian Alcohol and Drug Association (VAADA) in conjunction with the Department of Human Services (DHS) and represented a good opportunity for people working in the field to find out more about the impact the budget will have on the sector. The briefing was attended by many representatives in the AOD sector. In summary, the budget outcomes for the Victorian AOD sector are positive. The increased stability provided to the sector by a four year allocation of funding from the Community Support Fund in the Department of Communities to DHS appropriation (and the move to three year funding and service agreements with likely in built CPI) will assist agencies to plan long term. In addition to this, the maintenance of the existing resource base and increased support for system development are both good outcomes, particularly given that AOD issues are not currently high on the political agenda.

‘Is getting pissed getting pathetic?’. A Report of the joint VAADA/YACVic Youth Binge Drinking forum held at the Melbourne Town Hall.
The issue of youth binge drinking has attracted intense community and media interest in recent times. The perception in the community, often due to sensational media, is that young people are binge drinking more than ever before. While the concerns raised are understandable, youth binge drinking represents a more complex issue than what is often portrayed in the media and provides some very real challenges for governments and the broader community.

What is clear is the need to gain a greater understanding of youth binge drinking; the issues surrounding binge drinking; the associated harms and approaches to dealing with these harms; and the need for effective harm minimisation strategies. It is also important to understand drinking from multi-dimensional perspectives including: young people, parental, industry, rural, indigenous and alcohol and drug service providers in order to gain an understanding of the complexity of this issue and the need for a comprehensive approach.
