SAMHSA’S Co-Occurring Center for Excellence (COCE) Assessment: Technical Assistance (TA) Report for the Co-Occurring State Incentive Grants (COSIGS) August 2005 Updated June 2008 This documents purpose is to provide an overview of the process surrounding selection of assessment assessments for co-occurring substance use and mental illness. The documents intention is as an introduction to assessment rather than an exhaustive review. While authored in 2005 its latest review was in June 2008. The 70 slides take the reader through a range of assessments and includes a couple of instruments that focus on trauma. Some of the inclusions are a matrix of assessment with selection criteria including administration time, assessors required skill and computer scored assessments. |

This Monograph published in 2002 is a comprehensive review of both screening and diagnostic tools related to comorbidity. It has the additional feature in that it provides information about specific population groups: older persons, adolescents and indigenous Australians. The COAG National Action Plan on Mental Health,endorsed in July 2006, represents a landmark in the development of mental health services in Australia. This is the first in the series of annual reports stipulated by COAG as a requirement for monitoring implementation. It describes progress made in 2006-07 and presents information about allocations to date in each of the priority areas, along with details of additional funding commitments made by jurisdictions since the Action Plan was signed. The report brings together the most current data relevant to 12 progress indicators agreed to by COAG for measuring the outcomes of the Action Plan. |

National Mental Health Plan 2006 - 2011

VAADA - New Directions
In its recent planning process, VAADA identified support in the alcohol and other drug (AOD) sector for a strong and relevant peak organisation.

‘Is getting pissed getting pathetic?’. A Report of the joint VAADA/YACVic Youth Binge Drinking forum held at the Melbourne Town Hall.
The issue of youth binge drinking has attracted intense community and media interest in recent times. The perception in the community, often due to sensational media, is that young people are binge drinking more than ever before. While the concerns raised are understandable, youth binge drinking represents a more complex issue than what is often portrayed in the media and provides some very real challenges for governments and the broader community.
What is clear is the need to gain a greater understanding of youth binge drinking; the issues surrounding binge drinking; the associated harms and approaches to dealing with these harms; and the need for effective harm minimisation strategies. It is also important to understand drinking from multi-dimensional perspectives including: young people, parental, industry, rural, indigenous and alcohol and drug service providers in order to gain an understanding of the complexity of this issue and the need for a comprehensive approach. |

Outcomes from the Annual VAADA Conference Everyday Drugs, Everyday Problems: tackling alcohol and other legal drugs’.
VAADA’s 2002 Conference, ‘Everyday Drugs, Everyday Problems – tackling alcohol and other legal drugs’ was well received, with 173 delegates attending over two days. Most delegates were workers in the alcohol and drug field, although areas such as mental health and youth services were also represented.
Overall, the evaluations received for the conference were positive, with delegates commenting that the focus on licit drugs was interesting and topical. The move to a city venue was clearly popular with delegates, despite difficulties experienced with the conference venue itself. |

Submission of the Victorian Alcohol & Drug Association Inc. to the Sentencing Advisory Council Inquiry into Suspended Sentences.
Flexible sentencing options have the potential to divert offenders with alcohol and other drug (AOD) issues from the prison system, and to direct them into therapeutic environments for rehabilitation. VAADA is supportive of strategies that aim to address high incarceration rates through such diversions. Currently, the sentencing system is based on escalation – there is no accounting for the reality of drug dependency.

Response to the National Inhalant Abuse Taskforce’s Consultation Paper “National Directions on Inhalant Abuse”.
VAADA undertook consultations in 2002 in regard to the issue of inhalant abuse. A series of recommendations emerged from those consultations. While those recommendations were from a State perspective, VAADA considers that the NIAT consultation paper comprehensively covers the issues that it has raised in the past in regard to inhalant use.

Submission to the Drugs and Crime Prevention Committee - ‘Inquiry into strategies to reduce harmful alcohol consumption’.
Alcohol is the most popular drug consumed in Australia, with the 2001 National Drug
Strategy Household Survey finding that 80% of the population aged 14 years and over had drunk alcohol in the past 12 months (Australian Institute of Health and Welfare: 2002). Alcohol consumption causes 4,286 deaths per year in Australia or 395,000 hospital bed days per year (Collins and Lapsley: 2003). In Victoria, these figures correlate to 3 deaths per day from alcohol, 300 Victorian hospital beds being filled per day due to alcohol consumption, and a cost of over $5 million per day (Collins and Lapsley: 2003). To put this into context, the cost to Victoria per day is larger than the combined cost of crime (over $1 million), health (over $1 million) and road accidents (over $1 million). Statistics are showing that health costs are increasing by a rate of 7% per year with alcohol playing a large part in this increase. These figures clearly indicate that there are huge costs associated with alcohol consumption in our community, yet, comparatively very little has been spent by government’s on tackling the growing problem of alcohol consumption. |

Victorian State Budget 2003
In the lead up to the Victorian state budget, VAADA has prepared this summary of the four key issues which are currently impacting upon our members in the Victorian alcohol and drug sector. VAADA is seeking a commitment from Government to adequately support the alcohol and drug sector in Victoria through appropriate resourcing of effective programs and services that will meet the needs of people with drug problems.
The need for appropriate resourcing of the sector is reinforced by recent research which demonstrates that Australians are increasingly supporting greater health funding, even at the expense of tax cuts. This submission draws upon VAADA’s Election Issues statement prepared for the information and action of major parties in the lead up to the Victorian state election. The issues outlined have arisen as part of our discussions with, and advocacy for, non government agencies in the alcohol and drug sector. We believe that addressing these issues is critical to the sector continuing to respond to the enormous challenges which workers in the sector grapple with every day. |

Victorian State Government Budget Briefing for the Alcohol and Drug Sector (2003).
The budget briefing for the Victorian Alcohol and Other Drug (AOD) sector was held on Wednesday May 7 2003. The briefing was hosted by the Victorian Alcohol and Drug Association (VAADA) in conjunction with the Department of Human Services (DHS) and represented a good opportunity for people working in the field to find out more about the impact the budget will have on the sector. The briefing was attended by many representatives in the AOD sector. In summary, the budget outcomes for the Victorian AOD sector are positive. The increased stability provided to the sector by a four year allocation of funding from the Community Support Fund in the Department of Communities to DHS appropriation (and the move to three year funding and service agreements with likely in built CPI) will assist agencies to plan long term. In addition to this, the maintenance of the existing resource base and increased support for system development are both good outcomes, particularly given that AOD issues are not currently high on the political agenda.

VAADA’s 2003 Annual Conference, ‘The long term fix: what is the future of the drug sector in Victoria?’ was held on Monday the 1st and Tuesday the 2nd December 2003. 165 delegates attended over the two days. VAADA’s 2003 annual conference title reflected a growing sense of uncertainty about the future of the drug sector in Victoria. With a myriad of recent reviews underway and the sector being consulted extensively in recent months, there has been much opportunity for contemplating the future. Held at Rydges Riverwalk, Richmond, the conference aimed to focus beyond immediate concerns, and consider broader trends in government-non government relations, organisational strategy, and the way other sectors have dealt with similar pressures. These directions were canvassed in the opening presentation by an excellent line up of speakers. The conference aimed to generate discussion and debate on important issues that affect those delivering services to many clients and families in Victoria who benefit from them.

VAADA’s 2002 Conference, ‘Everyday Drugs, Everyday Problems – tackling alcohol and other legal drugs’ was well received, with 173 delegates attending over two days. Most delegates were workers in the alcohol and drug field, although areas such as mental health and youth services were also represented. The conference received extensive media coverage with radio stations including Triple J, ABC Radio Victoria Statewide, 3RN, 774 ABC Melbourne, 3MP, Brisbane and Gold Coast radio as well as the Herald Sun and abc.net.au featuring the conference and its keynote presentations. Terry Laidler also spoke extensively about the conference themes during his program on 3AK. One of the many positive outcomes of the conference was a strong sense of the issues which need to be addressed in this area and a strong impetus to take these issues forward.

Drug Services and the Prison System… A special issues discussion forum
VAADA’s joint forum with the Office of the Correctional Services Commissioner and the Department of Human Services, ‘Drug Services and the Prison System – a special issues discussion forum’ was held on the 24th of March 2003 at the Moonee Valley Racing Club. This forum represented a great opportunity for workers in the alcohol and drug sector to find out more about new developments in Corrections. The forum was structured to allow maximum opportunities for alcohol and drug workers to ask questions and raise issues associated with drug and alcohol treatment in the corrections system.

VAADA’s consultation on the YSSR’s ‘Indicated Prevention’
A report of the consultations undertaken in response to the Youth Service System Review that was completed by Turning Point in September 2004. The Drug Policy and Services Branch (DPSB) of the Department of Human Services (DHS) requested that VAADA consult with the sector on one specific component of the YSSR – that is, the recommendation to introduce ‘Indicated Prevention’ as core business of youth drug treatment services. It provided VAADA with a project brief outlining the key areas on which it sought the sector’s perspective.

Alcohol and Other Drug Supported Accommodation Programs in Victoria - A program in crisis?
Supported accommodation services in Victoria are in crisis, and fundamentally unable to operate in the manner outlined in Service Delivery Frameworks. As stated in ‘Victoria’s Alcohol and Drug Treatment Services: The Framework of Service Delivery’: ‘The services were intended for persons who have undergone an alcohol and drug withdrawal program or who require assistance in controlling their alcohol and drug use and need a period of one to twelve months supported accommodation to assist reintegration into community living’. This paper is based on the collective and informed views of numerous workers in the sector who have documented and shared their concerns at a forum hosted by VAADA.

Alcohol and other Drug Workforce Development in Australia: The assessment of needs and the identification of strategies to achieve sustainable change
The key issue facing the Alcohol and Other Drug (AOD) workforce in South Australia is access to, and range of, training opportunities, and the resources and funding allocated to professional development generally of staff working within non-Government organisations (NGOs). Other issues of key importance identified in the consultations include: need for NGOs being resourced to conduct research; improved salary, terms and conditions; the establishment of networks and partnerships amongst AOD workers; supervision and support; and the provision of better resources for rural services (2003).

Getting past the rhetoric: Employing people who have had drug problems in the alcohol and other drug sector
The key issue to emerge from VAADA’s consultations with the alcohol and drug sector about employing People with Drug Problems (PDPs ) is the need for organisations to be sufficiently resourced to provide adequate support to all alcohol and drug workers, including PDPs. If this doesn’t occur, workers and agencies are potentially ‘set up to fail’ in entering into a situation which can clearly benefit individual workers, organisations and clients.

Hitting the ground running: induction for new workers in the alcohol and drug sector
Induction is the first step in creating rewarding and interesting career paths for alcohol and drug workers. A good induction provides workers with an understanding of their role and where they ‘fit’ within the structure of their agency and the sector and provides them with the tools they need to carry out their work. If induction is performed well, it can create workers who are informed and confident, and ultimately save organisations time and money.
